Short answer: yes.
Long answer:
Years ago, a price quote included an outrageous price for a film -- it was some sole-source film; I think the topic was related to training and development, like educational psychology or group work; and I can't recall who sold it. It was related to topics that were discussed in the Army training circles. Not sure if universities would carry it. As I recall, there weren't that many libraries with holdings on it in OCLC.
So I ended up telling the patron that she needed to talk to her unit head about a departmental supply purchase. As it would only be pertinent to that department, I didn't think it was a wise selection for the library anyway. The pricing was really quite astronomical for the small government library for which I worked.

I would expect "educational pricing" to include PPR - that's kind of the point of that phrase.
But it's still gouging, although if it were actually a multi-volume/disc set, there might be some justification. But if it's literally a single video (not just a single title), and not in a field where there's expected to be lots of money floating around (medicine, law, MBA), it's outrageous yes.

Dear Colleagues,
We recently got a request from a faculty member to purchase a film
for $1000. and it was quoted as "educational pricing." I've never seen
pricing like that before. I think it was an additional $350 to add PPR.
Usually we see pricing around $350 - $695.
Has anyone else gotten a quote like this for a single film?
I'm just trying to figure out if we've been super lucky, or if the price
is as outrageous as it seems to me.
