collection development budget question

Hi all,

My library director would like us to consider revising how we allocate our collection development orders. Currently, we assign our orders on the basis of the number of titles to purchase for each subject area, instead by a dollar amount.  I have been tasked with finding out how other small college libraries allot their collection development orders. We are a public undergraduate college library with a college FTE of approximately 2800. If you are from a similar-sized institution, could you please let me know how your library allots your budget for your collection development orders—whether by dollar amount, number of titles, or another method.
