Request for advice or experience with ebook usage

Sorry for the cross-list posting, but I'm hoping to send out a wide net.

I need to include usage of our ebooks in our regular collection assessments, but I'm facing a big obstacle.  We analyze our holdings by subject, based on LoC Classification.  Thus, I can generate a lists of holdings of ebooks from our catalog and then organize them by subject based on the call number (if provided).  Conversely, we gather usage data at the ebook level (e.g. BR from ProQuest EBC, EBSCOHost, Springer, etc.) and store the reports in EBSCO Usage Consolidation.  We have an ERM associated with our ILS (III Sierra), but we do not use the function to store usage data.

The difficulty I'm having is putting these two sets together.  Ostensibly, the BR should include the ISBN or proprietary number, but some have neither, and most don't cleanly match our holdings data from our ILS.  The titles do not necessarily match, either.

Has anybody developed a method or procedure for matching their holdings records with the usage reports?  If so, would you be willing to share the method?
