But much of that APC funding (at least for some of the UC's) has ended in 2014 with no replacement funds.

We are starting to investigate avenues for funding open access publishing at Rowan University. Does anyone have a written policy or procedure that they are willing to share from their institution that demonstrates how either their library or university funds faculty members publishing in open access journals?
