I have been asked to investigate institutions using a formula for materials
budget allocation. I have purposed a formula adapted from Guidelines for
Collections Development edited by David Perkins and the Guide to Budget
Allocation for Information Resources by Edward Shreevers. I have run a
literature search and found many different approaches. What works best?

This year we finally did away with our allocation formula as it had not
been working well for several years. We are designing a new budget
model based on assignments given to students. Our shrinking budget
means we can no longer purchase materials just because librarians
and faculty think we should have "good books" on the shelves. We need
books and other resources to answer the information needs of our
primary users (students).
We are a medium size college library with a collection development
policy that focuses our collection building on student research needs.
Faculty research needs are supported by ILL.
This past year we did a faculty survey asking about information
resources needed by students to complete assignments. We are also
meeting with every department to discuss student research behavior
and why we need to focus on purchasing resources to fit research
projects.
