IPEDS question

Hi all -- I'm working on our IPEDS data for this year and have a
question about the collections portion of the report. This year we are
asked to report e-book collections as databases. The instructions read:
/To determine whether e-books available through a vendor count as one
database or as individual units of e-books, follow the general ruleif
the item is purchased as a package of titles with no selection on the
part of the library or the library consortia, count as a database and do
not include usage in circulation./

Nowhere in the instructions is there any statement about actual
ownership of e-books. Based on the description above, I think the titles
in our DDA COULD be reported as individual e-book units and not a
database. They were NOT purchased as a "package" of titles, and there
was some selection on the part of the library in their purchase.
Obviously that was not a title-by-title selection, but we carefully
reviewed subjects, languages, dates, etc. to suit our needs.
I'm curious to know how others are reporting DDA collections this year.
Are you reporting them as databases or individual e-books?
Thanks to anyone who is willing to share your institution's decision on
this.
