We use magnetic flat 3" x 4" name plus barcode labels which we wand when
reshelving a current or recent print issue, just as we do with books.
Bound journals and any boxes of older issues also each are barcoded and
wanded each time use occurs.

Did my response re our heavy use of Reference books and multiple reasons
get posted last week or so?

Our print journals do not check out. We applied circle tabs that close
each issue, and then counted how many were opened for a one year period
to assess usage. We kept track of how many were opened out of how many
possible in a spreadsheet. You then just have to set your criteria for
retention.
