Dataset purchasing policies?

Dear colleagues,
I am currently assessing the extent of collection development policies
and guidelines in regards to the purchase of commercial data sets. If
your library has a policy or guideline in place, I would like to hear
about it. Some questions I am asking include:
What are the key considerations in approving a dataset for purchasing?
Do you have a specific budget set aside of the purchase of commercial
datasets?
Do you advertise to your user community the library’s role in data
purchasing?
Are library-purchased datasets made institutionally available and if so,
how? Are datasets included in your online catalog?
Who is responsible for negotiating pricing and licensing terms--the
library or the requester?
Send responses to me. I will gladly compile any that I receive and post
to the list. In addition, your feedback will be incorporated anonymously
and with no reference to institutional affiliations in a poster to be
presented at a regional conference.
