Hi Tracie, this is exactly the method we use.  All of our patrons are 
encouraged to recommend purchases for the collection.  We keep track of 
the requestors internally and notify them when the items arrive.  We use 
fund codes to track them by department, so that each year we can produce 
a report showing us how active each department (and faculty member) is 
in requesting purchases.  However, they're not really coming from 
separate funds.  It's all a single pool.

We do divide serials by department, but I've been thinking about moving 
in the same direction with those.  While we don't use an allocation 
formula for serials, we've been aiming to keep each department's spend 
from increasing.  In other words, if a department wants to add a 
subscription, they need to cancel one(s) that they've requested in the 
past, to make up the cost.
