Budget Allocation Process

Colleagues,

I know recently there was another question about departmental 
allocations. We too would like to make some changes to our departmental 
allocation process. However, we are trying to move away from using a 
formula. I would like to see a process that:

      o Does away with providing a budgeted amount for each department.
      o Hopefully, gets rid of departmental gatekeepers.
      o Allows all faculty, as well as adjuncts to order materials to
        support their teaching.

If anyone has a process out there that seems to be working, I would love 
to hear more about it.
