Allocation formulas

Greetings:
Usually, at the beginning of the fiscal year, we talk about upcoming
projects, look at last years' spending, and come up with an allocation
plan for purchasing books by subject area. This year, I'm looking into
a more methodical approach to creating an allocation plan, and am
considering an allocation formula.
Has anyone used an allocation formula? I'm rather new to collection
development and have never worked with one before. If you'd be willing
to share feedback and/or an example of the formula you're using, it
would be much appreciated. I've found a helpful article in /Collection
Management/ 38:1, but I'd like to see some examples of the formula in
action, especially for other community college libraries.
Thanks for your time!
Joelle
