We've worked in a similar manner. First, we ran a list of circulation stats, and
discarded without reservations VHS tapes that hadn't circ'ed at all since we
changed our catalog 7 (?) years ago. We also surveyed faculty about what they
use/want to keep (their perceptions of use don't always align with our actual
records of circulation, but we give them the benefit of the doubt), and replaced
what we could of those. Then we replaced as many as we could of the remaining
films on DVD, particularly those with multiple checkouts.  We've winnowed the
VHS collection considerably, and our final step has been to have tapes brought
to me when returned, so I can evaluate them for replacement on a case-by-case
basis. It's becoming more and more difficult - the majority of what we have left
is unavailable on DVD, which has us holding our breath for the day when our IT
department finally decides to stop supporting the format . . .

Hello,

Something we have been doing is checking to see if the VHS is out of copyright
or if it is not available as a DVD.  You can make a copy to the DVD for the
collection if you then take the VHS out of the collection.
