Measuring effectiveness of vendors in collection development

Hello,
I have a question about evaluations of institution's experiences with
using vendors in collection development.

Many librarians probably assume that vendors are successfully alerting
and/or shipping relevant published material based upon established
parameters. I'm particularly interested in instruments used to help
measure the effectiveness with librarians and faculty using locally
customizable e-notifications and/or traditional approval plan
profiles. Librarians rely on using vendor technology with the former
parameter and on vendor staff (selections done by people) with the
latter. General comments about either stream would also be greatly
appreciated.
