I wonder if this is something that could be part of a discovery
service? So something like Hathi Trust or Google books (full text only)
could simply be turned on as collections and "discoverable" through the
discovery service not individual catalogs. Just a thought. Of course,
we do not yet have a discovery service ...

I did receive several responses regarding the open source ebook policy.
All except one were requests for me to send out the information that I
gathered.
The only real input that I had was in the message below (thanks Jeff).
When we develop our policy I will send it to everyone. Thanks for your

My hope would be that we wouldn't do any "collecting" of these. That
is, what I want in my catalog is reliable meta-data about open access
materials. In that vein, what we would need is a metadata repository
that we could harvest and import/maintain in whatever local catalog of
materials our patrons use. This would be similar to importing all the
DOAJ titles into our ILS from Serials Solutions, SFX, etc.
