I did receive several responses regarding the open source ebook policy.  
All except one were requests for me to send out the information that I 
gathered.
The only real input that I had was in the message below (thanks Jeff). 
  When we develop our policy I will send it to everyone. Thanks for your 
interest.

My hope would be that we wouldn't do any "collecting" of these.  That 
is, what I want in my catalog is reliable meta-data about open access 
materials.  In that vein, what we would need is a metadata repository 
that we could harvest and import/maintain in whatever local catalog of 
materials our patrons use.  This would be similar to importing all the 
DOAJ titles into our ILS from Serials Solutions, SFX, etc.
