I had - Developing Library and Information Center Collections, Libraries 
Unlimited, 2005 ed. assigned in my UNT CI SLIS 5400 Collection 
Development class and found it to be quite thorough in its coverage of 
Collection Development topics, issues and processes.

I actually assign both to my collection management students at Pratt SILS. Evans is more inclusive but Johnson is a fine source for current best practice. (I suspect that my students sell their Evans at semester's end but retain their Johnson.)

I've used the Johnson book twice in a collection development course 
taught at the University of Kentucky library school. I like it. The case 
studies at the end of each chapter are especially useful. I am not

Considering how much collection mgt has changed in the past 5 years, I would think the new edition of Peggy Johnson's book would be preferable.
