Floating collection assignments

     We are planning a transition to a floating collection**. An issue we keep coming up 
against is how to assign materials that do not initially have holds on them when they 
arrive from the vendor. Because a few of our branches are in towns with an additional 
sales tax, we won't be able to make assignments at the point of purchase once we have a 
shared collection. If you float your collection, how have you handled this issue at your 
library?

**For those unfamiliar with the term, a "floating," or "shared" collection is when 
materials stay at the location they were dropped off at instead of being sent back to an 
owning branch. If a person in town A requests a book from town B and returns it to the 
town A branch, the book remains in town A until someone at another branch requests it again.
