I meant to reply earlier.  Oregon State is working on an allocation formula for monographs 
and are in the testing/revising stage.  We have been struggling with how to handle 
interdisciplinary funds, and are considering using replacing credit hours with a formula 
that focuses on upper division bac core classes since so many of our upper division credit 
hours are lab courses.  Please let me know if you have questions.

PRINCIPLES
The model:
.	represents the educational and research mission of the university
.	reflects the realities of the marketplace
.	is understandable
.	Is flexible
.	Is reviewed annually
.	Is rational and based on a tested formula
.	respects historical funding models so there are no dramatic funding shifts from year to year
.	includes a contingency fund for special circumstances
.	includes gift funds and state funds in monograph allocations


VARIABLES & WEIGHTS 11/4/09
25%   Student majors/grad students
25%   Faculty FTE
.	Instructors, Tenure (anyone not adjunct or emeritus)
30%   Credit hours

Variables not included:
.	research funding  & teaching vs research faculty (monographs only, will be important if 
we look at serials in future)
.	instruction requests  (difficult to collect, disadvantages research intensive classes 
that don't include instruction)
.	interdisciplinary needs (everyone has these)
.	importance of serials to monographs (not in variable but a consideration if look at 
clusters/divisions as a first cut)
.	¨Possibly: number of degrees/certificate programs (we weren't sure if this would work 
for disciplines with tracks or areas of concentration).
