Changes in publication frequency and format

I’m curious because I teach collection development about what 
libraries are doing about magazines and newspapers that are 
changing publication frequency or format. /Mad/ is going to four 
issues each year instead of monthly and /US World and News 
Report/ is becoming a monthly according to my school librarian 
spouse. One of my computer magazines went to all digital.

Since I believe that libraries have a legally binding contract 
for a certain number of issues in a certain format, are any of 
you trying to get some of your money back, having the 
subscription extended, or cancelling with an expectation of a refund?
