You might try the Orange County (CA) Westminster Branch Library.  
Westminster, CA has quite a sizable Vietnamese population.  Here's

I am a Vietnamese librarian. Absolutely I speak Vietnamese. I am so 
happy to hear that you are going to develop Vietnamese collections to 
serve Vietnamese community.
My concern is that by what subject you wanna develop Vietnamese 
collection? why dont you make a survey on the interest of Vietnamese 
community in information?
