CDL: Standard number for journal issues per volume?

Hello,

We have quite a bit of unbound journals in our collection and to be 
able to have a standard volume count, I need to be able to calculate 
these loose issues into volumes.  I have found some
information on documents in a bound volume (aprox.20 per volume), but 
can't find something similar for journals.

I’ve searched but can’t seem to find:

     1. the average number of serial issues in a bound volume
     2. the average number of documents in a bound volume

I’d appreciate any feedback.
