Subject: Collection targets?

Our college is going to embark on a capital campaign and the library
would like to get some of these funds to support our collections. I've
been asked to come up with targets of how much we would ideally need
to support our subject areas so that we can show how insufficient the
current funds are and have a target amount that can be asked of donors
who would like to endow specific subject areas.
I am wrestling with OCLC's collection analysis, but it is hard to
figure out what the "ideal" collection is or who our benchmark schools
are (except for perhaps our major programs), and to put a dollar
figure on it. Has anyone ever have to do this or have any ideas of how
I could go about it?
