We have both internal and external trials.  Usually we choose internal 
(library only) when we really aren't that convinced we will be getting 
the trial.

The external trials we put up on our trials page for all to access at 
<http://www.d.umn.edu/lib/ref/new/index.htm>.  We run these through 
the proxy server so that off campus access is allowed.  We usually 
make a trial public if we are more serious about getting it, or more 
interested in getting feedback from faculty.  We never activate the 
content in our openURL resolver, to avoid, as you put it, the enamored 
researcher.  Anyone from our campus can access these trials on campus 
and remotely (which helps if faculty are on sabbatical and out of the 
country).

In addition, only trials approved by our decision making team (IRAT) 
can be started.  It seems trials are a dime a dozen these days, so we 
really only get a trial if we are seriously considering it (e.g. we 
have the money).  If vendors call and say "We've activated a free 
trial for your campus" I ask them to turn it off.  Again, want to 
avoid the enamored research (those vendors are pretty tricky).
