Time magazine has freely available archives from 1923 on on their web
site - http://www.time.com/time/magazine. I don't know if it is the
whole magazines but it appears to be - also includes cover art.

For Time, have you tried http://www.time.com/time/archive/? It allows
searching from Jan. 1, 1923 to Dec. 31, 2006.

It'll cost you. I'd say this is the most likely candidate:

Periodicals Archive Online
http://il.proquest.com/products_pq/descriptions/periodicals_archive.sht
ml

This one is, I think, just indexing, not full-text, but might be worth
a try.

Readers' Guide Retrospective
http://www.hwwilson.com/Databases/rdgretro.htm

I don't know if either is available through a pay-per-search platform
like Dialog. I doubt it.

Have you tried JSTOR? This database has lots of historical periodicals.

Time Magazine has recently made their entire archive freely available
online. I have not had a lot of experience using it, but it is
searchable, and your searches may be limited by date. The results
allow faceted retrieval. The results are in html, not pdfs, so there
are no pictures (other than of the covers). Let's hope this remains
gratis!
