HEAD OF COLLECTION DEVELOPMENT (New Revised Posting)
The University of California, Irvine Libraries are seeking a dynamic,
knowledgeable leader to join an enthusiastic staff in building a
research library of excellence for a young and rapidly-growing
university ranked nationally in the top universities. The Head of
Collection Development Department will work in an entrepreneurial and
service-oriented collaborative environment to ensure that both
learning and research-intensive collections are of the highest quality.
Duties & Responsibilities
The successful candidate will play a key role in leading innovation in
the Collection Development Department and the Collections Division. As
a member of Library Council, the incumbent participates in librarywide
planning and policy making. The Head of Collection Development
Department manages collection development and management of general
resources in all formats library-wide and ensures a high-caliber
collection that supports the teaching, research, and patient care
needs of the campus.
More than 20 subject specialist Research Librarians whose duties
include reference, instruction, and collection development, are based
in either the Collection Development Department, the Langson Library
Reference Department, or the Science Library Reference Department. The
Head of Collection Development oversees and evaluates the collection
development, collection management, and faculty/student liaison
activities of all of these Research Librarians, approximately five of
whom report directly to this position.
Reporting to the Assistant University Librarian for Collections, the
Head of Collection Development Department participates as a member on
divisional and library-wide teams, task forces, and project teams as
appropriate and is expected to work comfortably and with a high degree
of expertise in a shared decision-making environment.
The following duties are those for which the Head of Collection
Development Department holds primary responsibility:
* Manages day-to-day collection development/management functions
and operations, assuring the high quality and ongoing excellence of
collections in all three UCI Libraries.
* Monitors the Libraries' materials budget of approximately $8.5
million.
* Manages departmental budgets, policies, procedures, and webpages.
* Coordinates collection development/management and
faculty/student liaison activities of Research Librarians
* Responsible for recruitment, retention, training, and
evaluation of Research Librarians in conjunction with the Heads of the
Langson Library Reference and Science Library Reference Departments.
* Directly supervises and conducts performance reviews for
Collection Development Department staff.
* Chairs the Collection Development Department meetings, the
Collections Coordinating Council, and the Bibliographers Group.
* Acts as a spokesperson for the UCI Libraries to the campus
community as appropriate in conjunction with the Research Librarians
and the Assistant University Librarian for Collections; fosters good
communication and effective working relationships with faculty, staff,
students, and other library users.
* Manages the Libraries' approval plans with input from the
Research Librarians and in consultation with Acquisitions.
* Approves licenses for electronic resources and media and works
with Acquisitions to advise on complex license negotiations
* Supervises special projects in collection development and
collection management
* Ensures excellent communication and cooperation with other
departments in the Libraries.
* Participates in the Libraries' development efforts as they
relate to collection development.
* Maintains regular and close communication with the Assistant
University Librarian for Collections.
* Opportunities for collection development and liaison
responsibilities for a particular academic program, depending on
background and experience.
The following duties are those for which the Head of Collection
Development Department holds secondary responsibility, in consultation
with the Assistant University Librarian for Collections and the
bibliographers:
* Coordinates the preparation and allocation of the Libraries’
materials budget of approximately $8.5 million.
* Provides leadership and coordination in developing, evaluating
and assessing the Libraries' collections to support the University's
research, teaching and patient care programs.
* Participates in defining and implementing key strategies for
acquiring or accessing electronic resources.
* Coordinates the Libraries' participation in UC systemwide
cooperative/collaborative collection development efforts and digital
library initiatives.
* Provides leadership in the application of new technologies
related to collection development/management.
* Shared leadership for scholarly communication issues.
* Commitment to effective cross-departmental collaboration and
communication.
Qualifications
Required:
* Graduate degree in library science from an ALA-accredited
institution or an equivalent combination of relevant advanced degree
and library experience.
* Collection development and collection management experience in
an academic library, research library, or major public library.
Ability to oversee collections in the full range of subjects at UCI.
* Ability to successfully supervise, mentor, and train
bibliographers in collection development/management and liaison
activities.
* Ability to plan collections budgets and develop budget reports,
projections, and needs assessments.
* Knowledge of current issues and trends in collection
development facing academic and research libraries.
* Strong planning, organizational, project management, analytical
and decision-making skills.
* Leadership qualities to be an effective Department Head and
Library Council member.
* Ability to work effectively in a team and in a dynamically
changing environment.
* Excellent interpersonal and communication skills (oral and
written).
* Commitment to working effectively and cooperatively with a
culturally diverse university community.
* Record of professional achievements sufficient to meet the
criteria for appointment at the Associate Librarian or Librarian rank.
Preferred:
* Minimum of 5 years of progressively responsible professional
experience in an academic or research library setting.
* Successful managerial and supervisory experience, especially of
librarians
* Experience in assessing, negotiating, or licensing online
resources.
* Reading knowledge of at least one language other than English.
The Collection Development Department
The Collection Development Department is responsible for the
librarywide development and management of general collections in the
Langson Library, Science Library, and Grunigen Medical Library under
the administration and coordination of the Assistant University
Librarian for Collections. This department takes the lead role in
developing and planning the overarching and ongoing collections
policies, procedures, and projects that ensure that the scholarly
resources available meet the campus teaching, research, and patient
care needs.
The department consists of the Department Head and 5+ Research
Librarians, who are responsible for supporting the collection,
liaison, and service needs of UCI academic programs. In addition,
there are 15+ other Research Librarians located in departments
throughout the Libraries, who are responsible for both collections and
services in their specialized disciplines. Each Research Librarian is
a member of one of three discipline-based pods (a.k.a. teams) as well
as of the collections-wide Bibliographers Group.

The Libraries
The UCI Libraries are committed to innovation and excellence and are
in a major period of growth and change. The Libraries consist of the
Langson Library, the Science Library, the Library Gateway Study
Center, and the Grunigen Medical Library. The Langson Library
primarily serves the Schools of Humanities, Arts, Social Sciences,
Social Ecology, Business, the Department of Education, and
Interdisciplinary Studies. The Science Library primarily serves the
Schools of Biological Sciences, Medicine, Physical Sciences,
Engineering, and Information and Computer Sciences. The Grunigen
Medical Library serves the UCI Medical Center, located in Orange, 12
miles from the main campus.
The UCI Libraries have a staff of 273 FTE and an organizational
structure that includes the use of teams in conjunction with
departments. The library collection consists of over 2.4 million
volumes and over 36,500 current serial titles and an aggressively
expanding electronic resources collection. The UCI Libraries are a
member of the: Association of Research Libraries (ARL), California
Digital Library (CDL), Coalition of Networked Information (CNI),
Center for Research Libraries (CRL), Council on Library and
Information Resources (CLIR), International Federation of Library
Associations and Institutions (IFLA) and Scholarly Publishing &
Academic Resources Coalition (SPARC).
Student enrollment is planned to reach 32,000 by 2014 accompanied by a
proportional growth in faculty and staff. Nearly 60% of UCI students
identify themselves as Asian American, African-American,

programs in addition to the M.D. UCI's academic programs are ranked

Librarians at the University of California Irvine are academic
appointees and receive potential career status at the time of their
initial appointment. Librarians periodically receive administrative
and peer review for merit increases based on the following criteria:
1) professional competence and quality of service within the Library;
2) professional activity outside the Library; 3) university and public
service; and 4) research and other creative activity. They are
entitled to two days per month of annual leave, one day per month sick
leave. The University has an excellent retirement system and offers a
variety of group health, life, and disability insurance plans.
Benefits, which may also include an attractive mortgage program, are
equal to approximately 40% of salary.
Salary:
Commensurate with qualifications and experience. Preferred appointment
level: $44,736 - $92,436 (Associate Librarian I - Librarian V) plus
annual administrative stipend of $3,600.
