Hi Dana:
We are also a small private liberal arts university library and we do
circulate our theses. However, our students are required to turn in two
copies of theses to the library, one for archiving purpose (non cir.)
and one for open stacks. In our copyright agreement with the authors,
we have the right to photocopy from the archived thesis, when the cir
copy is missing or damaged.
Hope this helps.

We request two copies from the students. One goes to non-circulating
archives the other to the circulating stacks. If they supply one
copy, it goes to archives.
Hope that helps.
