Does anyone have experience developing a list of performance standards
for collection development librarians or is anyone affiliated with an
institution which has such standards? I'd be grateful for any
information on this topic you could share.

I'm not quite sure what you are looking for, but CODES Liaison with
Users Committee developed Guidelines for Liaison Work in Managing
Collections and Services.

Hope this helps!
