Thanks to everybody who responded to my query.

In summary, it appears that at least what we were finding difficult is 
achievable; nobody has a perfect solution, but there are models that 
work. Several respondents asked probing questions about why we wanted 
to use this factor and we are using these questions as stepping stones 
in the next phase. One possible way forward we had not investigated to 
date was to encumber commitments first – we had tried to avoid doing 
this by allocating to departments first and then by commitment.

One pertinent comment was that it was not the fault of a particular 
department that their average prices were much higher than others and 
it would be unfair to discriminate.

Several respondents noted that they used industry average prices (for 
example from YBP) rather than departmental average prices and others 
were happy to share their fund allocation models.
