CDL: Library materials budget index

I'm looking for an index to which to peg library materials budget 
increases, something like the CPI. For example, per cent of the 
university's general operating fund, predicted increase in the cost of 
serials.

I welcome suggestions from COLLDV-L members.  Do you use such an index 
to obtain materials budget increase from your campus administration? 
What works for you?
