CDL: Subsidizing dissertations, standards, doc. delivery?

I'd be interested in knowing what other large academic libraries 
underwrite your patrons' acquisition of dissertations. So far we 
subsidize document delivery through ingenta and the acquisition of 
engineering standards by individuals, but we have drawn the line at 
dissertations on the grounds that this is something we never did, nor 
would have, acquired whereas the categories we subsidize could be 
something patrons might reasonably expect us to acquire.

If people from large academic libraries would let me know which of 
these categories you subsidize
         -- ingenta or other document delivery (I am assuming you 
already do ILL free)
         -- standards
         -- dissertations
         -- other (specify)
for the acquisition by individuals, I'll be glad to summarize to the 
list. Any ground rules (dissertations become property of collection, 
no more than x dissertations or $Y/year etc.) would be of interest
