CDL-Internet catalog records for public libraries

I am looking for guidelines for what types of websites should be added to 
public library catalogs. (Not the Internet links pages so many public 
libraries do but select links in the online catalog.) Have any public 
libraries developed these guidelines? For example, the Thomas Register 
print version is being discontinued and we should certainly add a link to 
their site.
