Does anyone know if there are plans to digitize the pre-1989 volumes 
of the Congressional Record?

We have a big run of the CR and no longer have room to keep it on our
shelves.  I know about online access to 1873-1875 (American Memory 
Project) and 1989-present via thomas.loc.gov, but how about the 
1876-1988 volumes?

We don't want to sink money into microfilm/fiche and are hoping to get
online access if available now or in the near future.
