CDL-Allocation Formulas for Monographs

I am new to the list so I don't know if this topic has been covered 
recently.  At Washington State University we are examining how we allocate 
funds for purchasing monographs by subject area in the Humanities and 
Social Sciences.  We are a large academic library with a monograph budget 
in the Humanities and Social Sciences of roughly $480,000 and a student 
population on our main campus of 18,000 students (more than 20,000 if you 
count our branch campuses).  I am interested in hearing from librarians of 
similar size libraries about whether they have looked at how they have been 
doing allocations for monographs recently and, if they have, what formula 
or criteria did they use in determining allocations by subject area?  What 
factors did you feel were most important in deciding how to allocate the 
monograph budget?  I would appreciate any help anyone can provide.  Reply
