CDL-Serials Questions

We are an urban library system with a large Central Library, a free 
standing Business Library, and 58 branches (+a bookmobile & a 'Kids Mobile' 
van).
We are interested in learning how our library colleagues are dealing with 
system-wide issues related to serials management.
We now run III's Millennium Serials Module and are seeking new and creative 
ways to approaches to:
    * MARC Records (Creation,Vendor imports)
    * MARC Records updates and the inevitable Serials name changes
    * Creation of check in records
    * Training and retraining
    * Effective print and electronic serials integration in our OPAC
We are also very interested in learning more about where these functions 
'live' within your library organization(Cataloging, Tech Services, Central 
Library Periodicals Room, etc. etc.).

Is/are there any  person(s) charged with these responsibilities or are they 
distributed throughout the library?
Shared responsibilities?

Does your library view any/all of these tasks as either 'paraprofessional' 
or 'librarian' responsibilities? Both?
