About the only thing we've done along these lines is to add a line to 
our Collection Management Policy stating that "items acquired must be 
housed in our library" and "must be available to the entire campus 
community." This was in response to requests for psychological tests 
that must normally be restricted to licensed psychologists. You've got 
a good point, though. I don't know that we'd mind the flashcards, but 
we wouldn't want to be purchasing consumable forms. I may have to add 
another line to our policy.
