Is anyone familiar with laws, regulations, or ethical guidelines which would
come into play when a faculty member wishes to donate back issues of a
journal to the library from her personal subscription.
In this instance the library does currently subscribe (at a higher,
institutional price) but we lack the older issues.

We accept all such donations regardless of whether or not we have a
current subscription. I doubt that any publisher would object. What they
do not like is to have a personal subscription come directly to the
library. I am not sure legally what they can do if you do have have
personal subscriptions come to the library.

I don't know of any reason to not treat donated back issues from a faculty
member the same as if donated from a member of the general public. You are
not, after all, looking to substitute for a paid subscription, just filling
gaps.
