CDL: Disposal of withdrawn works.

We'd very much like to get your opinions on the following scenario:

We've replaced an older edition of a standard music reference work with
the newer edition. The University has no departmental/branch libraries, but
the Music Department in our College of Arts & Sciences
maintains a non-official "listening library and reading room" and has
requested that we send them this withdrawn 1980 edition for the students
to use in this "reading room" as a reference tool. The room has no
connection to the University Library and its materials are not reflected
in the OPAC nor under any form of circulation control.

What are the possible benefits/drawbacks to acceding to the Music
Department's wishes?  Does having a 20 year old reference work
significantly benefit the music students?  Does this give unjustifiable
credence to the teaching department's "library"?  What future
ramifications does this have for any library materials that may be
withdrawn in any subject?

Your help in working through this issue would be appreciated.
