CDL: Usage factor in allocations?

Dear Colleagues,

We are currently allocating some book funds directly to faculties for their
discretionary use, using FTE student and faculty numbers as well as cost of
materials as a "formula" for a fair allocation or distribution of these
funds. We would like to include USAGE of materials (e.g. usage in different
subject areas) as an additional factor in allocating funds.  (We use
Innovative/Triple III).

Has anyone successfully incorporated usage of materials as a factor in
allocating book $$ ?

We would like to hear of your experience and would be grateful for any
