CDL-BIBLIOGRAPHERS IN MINNESOTA

I apologize for any cross-postings. A professor just asked me if it is 
possible to locate "all" the people who buy books for libraries in the 
state of Minnesota. He has self-published a book on spear fishing decoys 
and wants to target that state. I explained that most libraries have 
individual bibliographers, not one central collection development center, 
but as I don't live or work in Minnesota I told him I would see what I 
could find.

Obviously, I could try and get a list of every library in the state and 
maybe generate a list that way, but that seems a bit extreme. Does anyone 
have any ideas? The professor believes his book is applicable to all types 
of libraries.
