I am gathering a list of current "How to" 
type publications for fine art techniques 
(printing, painting etc.). Can anyone suggest 
review resources that focus or have sections 
on this type of resource.

Two particular publishers have strong lists for the working artist.

The Watson-Guptill series on Artist Materials and Techniques: The Pastel
Book, The Drawing Book, The Oil Painting Book, etc. are generally well
reviewed in the art professional press & (despite their copyright dates)
continue to be requested & heavily used by our professional level fine
artists and students. 


North Light also has a fairly large backlist with a goodly number of
technique books.   Their list is a little heavy on how-to at 'fence art'
show/hobbyist level.

the top of my head I can only think of art history resources.
