Nancy,
Samuel French in Toronto publishes plays in separate
editions, as does Dramatists, as does the Alberta
Playwrights' Network, and many others. When I was at
Mount Royal College, I added many playscripts
at very low cost. The only problem is, there was a
high rate of loss and damage with them.

There are a lot of services that provide the play
books to schools, etc. who are putting on productions.
The books are inexpensive paperbacks, usually with poor
paper (they are treated as consumables). They aren't
expensive because the company also charges for production
rights. The best known are:

Dramatists Play Service http://www.dramatists.com/index.html
You will likely find one of these two handling books
and librettos for big name plays and musicals.
But I also found a slew of other publishers by just
searching for "plays" and "publishers" using Google.
If you are looking for plays on a specific theme or
more obscure titles, these publishers may work for you.
One that I looked at had an adaptation of Tom Sawyer
for $5, which should give you an idea.
