Subject: Standards for universities with doctoral programs

I've been asked to determine whether any group or body has established
standards for services and collection size for universities offering
doctoral programs.  I've already reviewed the ACRL guidelines, looked at
the ARL website, and read over the Carnegie classification information.
 None of these sources seems to stipulate specific numbers or services
_before_ establishing a program.  Does anyone know whether any
organization, either subject-specific, or umbrella, does such a thing?
 Most of what I've managed to gather deals with measuring collections
against other collections, not against some standard.

I know that scientific societies tend to require journal
holdings/subscriptions and other resources before they will grant
accreditation to a specific doctoral program.  For example, the American
Chemical Society names individual titles from which a library may choose
a minimum number in each category.  Those guidelines are on the web at
