CDL: Standards for doc. programs

I've been asked to determine whether any group or body has established 
standards for services and collection size for universities offering 
doctoral programs.  I've already reviewed the ACRL guidelines, looked at 
the ARL website, and read over the Carnegie classification information. 
 None of these sources seems to stipulate specific numbers or services 
_before_ establishing a program.  Does anyone know whether any 
organization, either subject-specific, or umbrella, does such a thing? 
 Most of what I've managed to gather deals with measuring collections 
against other collections, not against some standard.
