CDL: (Responses 1-3) Joint storage facility

My library shares a remote storage facility with two other libraries in a
local consortium.  We are filling up the facility quite rapidly and are
looking at options.  One is to eliminate duplicates (e.g. reduce three
separately owned back runs of a serial title to one that we all share).
This option brings up a whole range of difficult issues, such as legal
ownership and what to report in various ranking statistics.

I've been attempting some research on what other libraries in our situation
are doing, and haven't come up with much.  I would be interested in hearing
from any other libraries out there with shared storage facilities.  Do you
weed, or are you considering weeding duplicates?  If so, how have you
worked out some of the issues?

We don't participate in any shared storage facilities, but I would
think that the primary purpose would be to share space AND resources.
It therefore doesn't make sense to keep any duplicates - this would be
self-defeating.  I would assume that ownership of the material would be
shared, and that the partners in the consortium would work out the
necessary logistical arrangements for access -  a committee of one
representative from each institution should have the legal authority and
responsibility to make decisions about this.  I am sure that the Canadian
Book Exchange would be happy to receive the duplicate titles, and to pass
them on to other libraries.

Following are two paragraphs from an agreement made by our three campus
libraries for offsite shelving of materials.  At present only one of the
three libraries is actually depositing books in storage, but this document
will be in force when the others join in.  It was difficult to draft and
even more difficult to get the signatures of all three directors since it
addressed shared control of materials.  These are the policy statements.
Procedure guides will cover such tricky bits as filling in gaps in
incomplete runs from various libraries.  Good luck in drafting your
agreement.

"Terms For Library Deposits of Materials:
        All libraries may select for deposit materials from their
collections. Before any materials are deposited, each library must submit
to the Joint Review Committee a statement of its selection policy for
materials to be housed in the Chatham Collection. There is, at present, no
restriction on the number of items a library may deposit, nor is there any
restriction on the schedule for depositing materials. The owning library
may define terms of use for its materials: circulating, in-house use only
at any member library, in-house use only at owning library, ILL permitted
or not permitted. Each item deposited in the Chatham Collection must be
cataloged and accessible through the online Voyager catalog of the owning
library. 

Restrictions on Library Deposits of Materials:
        Duplication of stored materials is strongly discouraged. The Joint
Review Committee must approve duplicate deposits. When an item is placed
in the Chatham Collection, it becomes subject to collaborative collection
development management. Since other libraries may choose to discard
holdings based on the inventory of offsite titles, an owning library
agrees to be guided by the decision of the Joint Review Committee before
it discards deposited material. This restriction will be permanently
attached to the material, even in the event an owning library should
recall an item to be re-housed in its collections."

May I ask that anyone answering Joanne, post responses to the list?  My
library is involved in a similar shared storage facility, for both academic
and public libraries, and we naturally have similar problems/questions.
I'd love to hear if anyone has solved some of these knotty problems.
