DUTIES:
The duties that the incumbent performs involve tasks that require a
full professional knowledge of theories, objectives, principles, and
techniques of librarianship. As a librarian and specialist in the
selection of biomedical materials, the incumbent independently
performs
a variety of senior librarian tasks that require the application of
an
exceptional degree of judgment and knowledge of the Library's
collection and the biomedical literature. The incumbent performs
one
or more of the following assignments: (1) Identifies and selects
literature in assigned formats and/or languages from assigned areas
of
the world for the NLM collection. Independently identifies
literature
through the examination of bibliographies (trade, non-trade,
national,
and international) and other essential sources of information such
as
exchange lists, professional literature, publishers' catalogs, World
Wide Web sites, etc. Selects titles according to the guidelines set
forth in the current edition of the Collection Development Manual of
the National Library of Medicine, and other guidelines. Identifies
and
recommends appropriate acquisitions sources for selected titles.
(2)
Reviews a wide variety of material received through approval and
blanket order plans, exchange agreements, firm orders, and
unsolicited
gifts to appraise the appropriateness of the material for the
collection. Accepts or rejects materials according to established
policies and practices, and determines appropriate treatment
according
to type. Coordinates the processing workflow for assigned materials
and other receipts as assigned. Performs complex searches in NLM
databases and other bibliographic databases. Follows technical
practices of the Section and Division in the handling of receipts.
Independently resolves complex as well as routine processing
problems.
(3) Initiates communications with publishers, book dealers and
vendors,
exchange partners, clearinghouse, societies and agencies. Prepares
complex correspondence, conducts business meetings, and contacts
organizations by telephone, FAX, and e-mail, in order to obtain
complete bibliographic information, to procure hard-to-obtain
biomedical materials, to clarify NLM collection development
policies,
and to resolve acquisitions problems. Monitors and provides
feedback
to vendors on approval plan selections. (4) Participates in special
projects, including collection assessment and collection development
projects, which require in-depth knowledge of biomedical literature
and
collection development policy. Collaborates with other program
areas,
such as the Serial Records Section, Public Services Division, and
History of Medicine Division, in collection development and
assessment
activities. Independently prepares related reports and memoranda.
Suggests possible revisions to NLM collection development
guidelines.
(5) Uses specialized knowledge of bibliographic formats in order to
accurately create and edit data in the Library's integrated library
system.
BASIC QUALIFICATION REQUIREMENTS:
Candidates must meet qualifications and time-in-grade requirements
within 30 days from the closing date of this vacancy announcement.
Applicants typically enter the Professional Librarian Series at
grade
GS-9 on the basis of a Master's degree in library science. To
qualify
for GS-11, applicants must have completed all the requirements for a
doctural degree (or equivalent) or 3 full years of graduate
education
in library science; or in addition to meeting requirements for GS-9,
applicants must have 1 year of professional librarian experience
equivalent to at least GS-9. To qualify for GS-12, in addition to
meeting basic requirements, applicants must have 1 year of
experience
equivalent to at least the next lower grade level. Specialized
experience is defined as experience that has equipped the applicant
with the particular knowledge, skills, and abilities to perform
successfully the duties of the position, and that is typically in or
related to the position to be filled. Full qualification

Office.
KNOWLEDGE, SKILLS, and ABILITIES (KSAs)
Method to be used in evaluating candidates:
Applicants meeting the minimum qualifications, including the
selective
factor(s) if any, will be further evaluated based on the degree that
they meet the Knowledge, Skills and Abilities (KSA's). Any
experience,
awards, and/or training and educational courses that relate to the
KSA's should be described in detail as a way of demonstrating your
level of competence in the KSA's. Experience may be as an employee

1 Knowledge of print and electronic literature of health policy and
health services research, especially non-trade publications such as
association literature, policy papers, technical reports, and
government publications.
2 Skill in written communication in order to prepare complex
traditional correspondence, e-mail, Web material, and concise,
well-reasoned reports.
3 Ability to communicate orally with clarity, professionalism, and
accuracy in telephone transactions with publishers and
organizations,
meetings with other NLM program areas, and daily workplace
interaction
with diverse Library staff at all levels.
4 Knowledge of the tools and techniques of librarianship, notably
acquisitions and/or collection development policy.

Veterans (including 5 point & 10 point perference eligibles) may be
