We are in the process of developing an acquisitions policy regarding
donated collections. Our collection is small (40,000), is liberal-arts
based, and space is at a premium.
I would appreciate it if any subscribers could share some thoughts in this
area...a problem we are facing in donated collections is that some of it
does not fit our mandate, and our policy has to address that issue.

I think it covers most of the points you will need to make in your
policy. Help yourself to any language you think is useful.
We still get donations of out-of-scope materials -- it seems to be
psychologically difficult for most people to just throw a book away. Your
policy document should state clearly that any donated materials become
library property and that you reserve the right to dispose of them.
If the donation is a large one, we try to arrange for the appropriate
subject librarian to look at it first; sometimes the donor can be directed
to a more appropriate recipient. Occasionally a donor will ask to have the
books returned if we decide not to accept them, and we always honor such
requests.
