I am a graduate student, beginning my degree for a master's in library 
and information science.  I am trying to research the historical 
background/underpinnings of collection development.  I have had a difficult 
time, because my surrounding libraries are small and do not sucscribe to any 
coll. dev. journals.  Can anyone direct me to a specific resource in order to 
find some history on the subject?  Any help is greatly appreciated.

"Developing library and information center collections" by G.
Edward Evans includes a chapter on the history of collection
development.  This book is in its third edition and was
published by Libraries Unlimited in 1995.

You can expect the type of treatment appropriate to a
textbook, but Evans nicely covers the topic.
