I would like to thank everyone who contributed ideas on
where to find
examples of Collection Development Policies for Electronic
Resources. 
Many of you have asked for a summary of what I've found.

1.) RUSA has a page which has a lot of useful material on
collection
development policies for electronic resources.  It's at
