I am hoping that someone can give me some guidance. We are a small
(2500 FTE students) undergraduate university. I am working on a
review of Collections and Acquisitions in the Library. I have not
been able to locate information on budget allocation for Reference.
Can anyone tell me where I might look or how they determine the
percentage of the collections budget that should be allocated to
reference including serials, monographs and databases?

You might try a contact person from the "Reference Collection
Development and Evaluation Committee" of CODES (Collection Development
and Evaluation Section), a section of the Reference and User Services
Association (RUSA) of ALA.
Also, I've seen an article or two on this topic in the last week or two,
so something recent exists in the library literature.
(I was browsing the Table of Contents of the last several years worth of
issues from various reference-related journals: RQ, Reference Services
Review, and The Reference Librarian. I'm sorry I don't remember which
journal(s) had the cites. However, it may have even been in Journal of
Academic Librarianship or College and Research Libraries or C&RL News,
as I was browsing these too.)

"If You Want to Evaluate Your Library" by Lancaster has a good section
on coming up with formulas for budget allocations for academic
libraries, though somewhat complex. It may cover reference somewher
but I was trying to skip all the academic library information and
concentrate on public libraries.
