Thanks to those who responded to my question about selection
responsibility for web links. Several folks asked me to post the
responses to the list. Here they are.
Original question:[COLLDV-L no. 1768]
Who in your libraries has authority for selecting links for your home
pages? Is this a responsibility of collection development staff? Please
send comments. Thanks. -- Catherine Reiter

Each librarian serving as a liaison selects web links for their respective
areas. These links are normally selected from literature review sources,
i.e. LJ, Choice, professional journals, etc., rather than from surfing.

Our selectors are dual-assignment, and all can select free Web links.
Pay Web links go through the electronic products process from selector
to me as chair of the products committee.

I select all the links for our website, as well as all the other materials
in the collection. There is a link in my address if you want to check it out.

The public services librarian does it here. There was never any real
discussion about it.

In response to your question on Colldv-L... at this library (state
System campus with about 11,000 students, one library), the librarian
who designs and maintains our Web page has the final decision on the
sites added as links from our page. We have consciously tried not to
add huge numbers, not really intending to be a major source (we have
links to things like Internet Public Library for that purpose). As far
as suggesting links, any of us can do that. I have suggested some, and
so have other staff. Each tends to spot possible sites in his/her own
area of interest or expertise, so a fairly wide variety of possible links
may be suggested to the Web designer. Hope this helps.

This is primarily a collection development responsibility in our library.
Subject selectors are responsible for developing web pages in their
subject areas. We have a web steering committee with responsibility
for the overall design and structure of the site.

Selection of Internet sites is the responsibility of subject specialists and
the head of collection development at the University of Oregon. At present
it is pretty informal for those sites we consider monographic in nature.
The subject specialists just send the URLs to the non-book formats
cataloger. Serials are another case altogether. Our cataloger for non-book
formats does occasionally make suggestions to me for sites that she finds
and I just okay those if I believe they are suitable and fit our collection
development policy. If you want to peek at the policy, see this URL:

Having just recently brought up our web page we are only "dipping our
toes" into this question. As it now stands, links can be suggested by
anyone but must be approved by the liaison librarian for that area and
then by the Coordinator of Collection Development. We are working
on developing a form for the suggested link which would include a request
to catalog a particular link and the information needed by our systems
department to set up the link. All very much in the working stages
right now.

At LaSalle the addition and maintenance of links to the library's home
page is handled by one of our librarians who became "webmaster" by
virtue of her interests and talents. Links are suggested by any and all
librarians. Internet links from the library's catalog are a bit more formal
in structure. There is a policy written by the Collection Development
Librarian. Those links are created by the Systems Librarian/Head of
Cataloging. All of the librarians make suggestions. Technically, the
Collection Development Librarian has the final say but since everyone
adheres to the guidelines in the policy it is has not been necessary to
review each selection.
The links directly from the home page and those accessed from the
home page and then through the catalog are seen as serving slightly
different purposes.

There's a committee that decides on content and form for the main
library home page. They also suggest a template for individual subject
home pages, so users see a generally consistent look. But content for
those pages is the responsibility of subject librarians, chiefly our
collegiate librarians who are responsible for all services and collection
development for their clientele and typically have an office in the college
as well as the library. We find this approach works well for us.

I organize, update, and add to our web pages. It is the responsibility of
the individual bibliographers to provide me with links for their areas,
along with brief annotations for each link (because I just would not have
time to write all the annotations myself. There are several subject areas
that have not been created yet. I recently sent out a note to the
bibliographers in those areas as a sort of prod. If individuals have
suggestions for sites that are not within their subject areas, they are
encouraged to forward the suggestions to the appropriate subject
bibliographer, who will then pass them to me if they are appropriate.
The subject links on our web pages are fairly new (I think they were
initiated sometime last year), so there are some areas which need quite
a bit of work, but we are getting there.

I forward announcements from the newjour listserv (newjour_at_ccat.sas.
upenn.edu) to selectors (that's almost all of our public services
librarians, who are each assigned a set of subjects). If they want us to
link to any of the e-journals from our Serials page, they forward them
back to me. This is for the "free" or "free with paper subscription" only
stuff. I take care of licenses, etc. Selectors can also send me anything
else they find through other sources.
We link to the titles through the Serials page on an alphabetical list,
and by subject. If a selector wants, he/she can link back to any of our
subject lists from his/her own home page or departmental page.
Web serials that are not free go through the regular selection process,
and are chosen by subject selectors, and paid from their funds. The
Serials Department maintains the links for them.
If we had a web-based catalog (sigh) this would be done entirely
differently, but I think the selection process could remain the same.
I'm not familiar with our selection process for non-serial web resources.
